Scholarship Implementation Plan that Attracts Outstanding Foreign
Students to Study and Work in Taiwan

I. Origin
To promote city culture tourisms and educational promotion
exchanges, a team led by the mayor has visited the Indian Institute of
Technology (Delhi) on March 31, 2017 to conduct exchanges and reach an
academic cooperation and student exchange consensus. The Department of
Education, Taipei City Government has invited the central authorities,
Taipei Computer Association (TCA), the relevant offices of the Taipei City
Government, and six northern universities to explore the industry
cooperation, internship media and other personnel recruitments plans for
Taiwan. The project initially uses the TCA as the internship employment
platform. Six universities: University of Taipei, National Taiwan University,
National Tsing Hua University, National Chiao Tung University, National
Taiwan University of Science and Technology, and National Taipei
University of Technology have jointly participated for their departments to
conduct enrollment and use the TCA platform to provide work and study
opportunities and job-matches. The government shall provide full tuition
and accommodation subsidies for these students and help with their
visa-related matters. The project is set to start in Feb. 2018.
II. Plan Objectives
(I) Develop the city's high-quality higher education industry and ICT
professional personnel training.
The goal is to use the rich higher-education resources of Taipei to
attract outstanding young students from Malaysia and India to obtain
master degrees in Taiwan; promote the higher education resources,
competitiveness and internationalization of Taipei; and keep these talents in
Taiwan's ICT industry services as the critical manpower for the industry,
timely connect to the south-bound national industries, and help our
industries to expand their reach.
(II) Expand the Bilateral Student Exchanges and Enhance the International
Quality of the Students in this City.
The outstanding Indian and Malaysian students obtaining their
master's degrees in Taiwan can interact with the local students to share
different and innovative ideas and concepts; encourage the local students to
learn different languages and cultures; and inspire the local students to take
on in-depth experiences, entrepreneurship, and expand the market and
economic strength of Taiwan to the Southeast and Southern Asia.
(III) Expand the Bilateral Education Cooperation Platform
The Taiwan Connection plan is organized by the New South-bound
National Talent Cultivation Team to promote bilateral institution alliances
between Taipei City and higher education institutions.
III. Contents and Emphasis of the Project
(I) Course period: recruit twice a year according to the semester schedule
starting February 2018.
(II) Participating schools and departments: ICT and institutional design related
master and doctoral classes from the National Taiwan University, National
Chiao Tung University, National Tsing Hua University, National Taiwan
University of Science and Technology, National Taipei University of
Technology, and University of Taipei. The ICT and institutional design
related departments of the various schools are listed in the table in
Attachment 1.
(III) Enrollment: Each school is used as the unit. 40 students each academic year
per school for a total of 240 ICT and institutional design related department
master or doctoral students in six schools (schools may adopt the semester
enrollment method and set the number of students enrolled, but shall not
exceed 40 students per year).
(IV) Enrollment subjects (scholarships are available for students with the
following qualifications).
1. Indian, Malaysian, or overseas Chinese students.
2. Domestic and foreign universities and master degrees recognized by the
provisions of the Ministry of Education.
3. Students with excellent academic performance and good character.
4. Applicable to new students starting February 2018.
(V) Enrollment procedures: Enrollment shall be conducted by the various
schools according to their procedures. The departments shall formulate
their enrollment brochures, which shall specify student qualifications, the
documents required, the review procedures, announcements and admission
dates, etc.
(VI) Subsidy Program
1. Taipei City Government
(1) Tuition fees: The tuition and sundry subsidy awarded to each student
shall be within NT$80 thousand per academic year. If the government
has already provided NT$80 thousand in subsidy, any insufficient part
shall be paid for by the student to his/her school. Sundry subsidy shall
not include agency collection or handling, thesis guidance, insurance,
accommodation, Internet or other relevant fees that shall be paid for by
the students. The maximum scholarship periods are two years for
master classes, four years for doctoral classes, but the total scholarship
receiving period for each student shall not exceed a cumulative period
of five years.
(2) Accommodation allowance: The government will provide NT$3000
per month per person, and priority shall be given to school dormitories.
2. The Outsourcing Unit of Taipei City Government: Match the internship
opportunities before graduation, including the internship allowances. After
graduation, the Outsourcing Unit shall assist in matching students with
employment opportunities and provide career consultation, but the
matching service provides no guarantee of success.
3. Private enterprises: This project is initially supported by 12 enterprises:
Pegatron, Compal, Delta, HTC, Asus, Inventec, Elitegroup, Quanta,
Advantech, Wistron, Tatung, and MiTAC. These corporations shall provide
the internship and job opportunities to the students.
(VII) Obligations of the Scholarship Receiving Students
1. Students are required to maintain their student status, or the subsidy shall
immediately cease during suspension, transfer, or expulsion. Said subsidy
qualification may be restored within six months after resumption of school.
2. Abide by the national laws and school rules (such as academic rules and
attendance standards, etc.). In case of major violations, the government and
school shall immediately terminate the subsidy and request for the return of
the subsidy already issued.
3. Obtain the degree designated during enrollment within the academic
schedule established by each school.
4. Obtain the work visa in Taiwan after graduation and work in the relevant
industry for at least two years within 3 years from graduation. It’s not
required for students to participate in the matching service provided by the
Outsourcing Unit; students can seek ICT related jobs by themselves in
Taiwan.
5. Other obligations shall be established in “Undertaking for Scholarship that
Attracts Outstanding Foreign Students to Study and Work in Taiwan.”
Schools can establish supplementary explanations to describe unsettled
affairs.
6. If the violation of the above mentioned obligations is attributable to the
student, while the student is in school, the school shall recover the subsidy
amount already issued and return it back to the government. After
graduation, the Outsourcing Unit shall recover the subsidy amount already
issued and return it back to the government.
